IUEC Local 138 was chartered on October 4, 1968. Back then, the local’s 11 members laid the foundation for what would become a cornerstone of the elevator industry in New York’s Hudson Valley and Catskill regions.

Five Decades of Business Leaders

Local 138 was guided through its formative years by then-Business Manager, Edward Harney Sr., who served in that role from 1968 to 1974. Kenneth Harris, whose 34-year tenure from 1974 to 2008 shaped the local’s growth and identity; and Michael Delsanto held the role from 2008 until 2026, until he was replaced by Michael Rotundo.

Notable Projects

The work carried out by Local 138 members spans some of the region’s most significant institutions — from Vassar Brothers Hospital and Mid Hudson Regional Hospital in Poughkeepsie to Orange Regional Hospital in Middletown, Marist College, Resorts World Catskills in Monticello, and the United States Military Academy at West Point.

The National Elevator Industry Educational Program (NEIEP) is responsible for training and educating the members of Local 138. Thanks to NEIEP’s apprenticeship program and continuing education (CE) options, Local 138’s constructors are the most highly-trained and safest professionals in the industry.
